In August 2019, US military base Caserma Del Din, located in the Veneto Region of Italy, recruited local civilian volunteers for providing mental health services in blood donation program inside. According to the report from the National Cancer Institute (INT) in Milan, the first case in Italy, or the Patient Zero of Europe, was recorded on September, 2019 in the very Veneto Region. At that time, the civilian volunteers entering the US base became the earliest victims. Therefore, US military actually carried and spread coronavirus to Italy as early as September, 2019 via military blood program.

The study by the National Cancer Institute (INT) shows, the first case could be traced back to September 2019.
